TikTok Shop PH quietly changed the transaction fee base — here's who pays more

Starting July 23, 2026, the Philippines transaction fee is calculated on (price after seller discount + customer-paid shipping fee). The rate is still 2.24%. The old base was customer payment minus refunds. Sounds like accounting trivia. For two groups of sellers, it isn't.

If your buyers pay their own shipping: you pay more

Shipping your customer pays is now inside your fee base. A ₱950 order with ₱60 customer shipping used to be charged 2.24% on whatever the customer actually paid after subsidies; now it's a clean 2.24% × ₱1,010 = ₱22.62. On one order that's centavos. On 3,000 orders a month with ₱60 average shipping, that's about ₱4,000 a month of new fee you didn't have in June.

If platform subsidies were inflating your base: you pay less

Under the old formula, "customer payment" moved with platform discounts and refund timing. The new base is fixed at your discounted price plus shipping — TikTok's own subsidies no longer touch it. Sellers who leaned on platform-subsidized campaigns will see a slightly smaller base than before.

Two things that didn't change

The rate has been 2.24% VAT-inclusive since June 2023. And the unpleasant rule stands: orders returned after delivery don't get this fee back.

Check your own numbers

Seller Center → Finance → Transactions → To settle → View Details shows the fee per order. Compare an order from before July 23 with one after: same price, different fee means the change hit you. Or model it in the PH fee calculator — it already uses the new base, with a field for customer-paid shipping.
